public class PromiseAdapter extends io.netty.handler.codec.MessageToMessageCodec<RadiusResponse,PendingRequestCtx>
ClientHandler that matches requests/response by appending Proxy-State attribute to
outbound packets. This avoids problem with mismatched requests/responses when using
packetIdentifier, which is limited to 256 unique IDs.
