```
Annotation declaring that the target annotation requires all the specified modifiers. For example, an annotation declared as:

 @RequiredModifiers(modifier = Modifier.PUBLIC)
 @interface MyAnnotation {}
 
```
will be considered illegal when used on non-public elements such as:
```
 @MyAnnotation void foo() {}
 
```
