isEncoded

Determines if the value is already pct-encoded.

Parameters:

value - to check.

Returns:

true if the value is already pct-encoded

encode

Uri Encode the value, using the default Charset. Already encoded values are skipped.

Parameters:

value - to encode.

Returns:

the encoded value.
