Syslog counting framing type used for smarter handling of counting framing value.

If PROTOCOL_DEPENDENT is used, the counting framing will be true, when the SyslogHandler.Protocol.TCP or SyslogHandler.Protocol.SSL_TCP is used. Otherwise false.
